Вот полный текст ошибки:
Exception occured while initializing the installation: System.IO.FileNotFoundException: Could not load file or assembly "file:///C:\WINDOWS\system32\MyProgram" or one of its dependencies. The system cannot find the file specified.
Может дело в том, что я вызываю свой CustomAction в CustomAction Install?
